There are two different aspects to helping with the Rubicon Trail, Trail Patrol, Kiosk staffing and Trail Counts.

RTF prefers the trail count duty (at Ellis Creek for 2009) to be staffed first before the Kiosk. The commitment is more, but with the Water Board order, the need is higher as well.
