GET their attention up front, and make your point for writing in the first sentence.

MAKE you key point right up front.

SAY something nice, if you can, perhaps about past support of your cause or issue.

USE bullet points for your key arguments so they stand out.

LIST your credentials and background.

USE topic sentences with two or three supporting sentences in your paragraphs -- grammar counts.

REPEAT your key points at the end of your letter.

CLOSE respectfully with a pleasant salutation --you're writing to an office, not a person. It's not personal.

PROVIDE CONTACT INFO if you really want to be part of the solution; offer it up.
